Home care startup budget checklist
Use this checklist to make sure every cost has a quote next to it before you commit money. It is grouped by when you pay: before opening, at opening, and every month after. Print it, then get at least two quotes for anything that is more than a small expense.
Before you open
- Business entity formation and registered agent
- State license application and any related fees (from your state agency's published schedule)
- Attorney or compliance review of client service agreement and employee documents
- Written policies and procedures that match your state's rules
- Business bank account and bookkeeping setup
At opening
- General and professional liability insurance, plus workers' compensation when you have employees
- Surety bond if your state or payer requires one
- Scheduling, billing, and payroll software
- Business phone, email, website
- Background check, screening, and training costs for first hires
- Office setup, if you are not starting from a home office where your state allows it
Every month
- Payroll and payroll taxes for caregivers and office staff
- Insurance premiums
- Software subscriptions
- Marketing and caregiver recruiting
- Accounting, payroll service fees, license renewals set aside monthly
- Your own pay
Cash you hold
- Reserve for caregiver payroll while you wait to be paid
- Reserve for the months before client hours cover overhead

If you want a second opinion
A checklist tells you what to price, not whether the plan works. Home Care Agency Blueprint offers paid guidance if you want someone to pressure-test your numbers.
Costs vary by state. For state licensing requirements and fees, see the state licensing guides at starthomecareagency.com. We do not quote state fees on this site.

Common questions
Do I need every item on the list?
Not always. Some items depend on your state, payer, and whether you hire employees or use contractors where allowed. Confirm with your state agency and an attorney.
